set RateControlEnable=1, BasicUnit=1 (MB layer) or BasicUnit=99 (for frame layer at QCIF), and BitRate=xxxbps, and InitialQP=xx.
That's all you need to do for using the rate control.
For JM later than version 12, you may need to select whether you want to use the original G-012 algorithm or the new ones (look at the **.cfg file for such option)

  To do that, I must manipulate the H.264 Reference Software; the problem is that the rate control( which determine the QPs values) is disable in the reference software, and there is a direct assignment of QPs values (provided in the confguration file), I tried to activate the rate control but I failed, please, can someone indicate to me which are the steps to follow in order to activate this rate control.
