[Mp4-tech] H.264/AVC Reference Software

Dear experts,
  I am new coming in the group; I'm working on the video perceptual coding: How H.264 can do better? It means that  I want to enhance the quality while maintaining a constant bitrate(or low bitrate). 
  To do that, I must manipulate the H.264 Reference Software; the problem is that the rate control( which determine the QPs values) is disable in the reference software, and there is a direct assignment of QPs values (provided in the confguration file), I tried to activate the rate control but I failed, please, can someone indicate to me which are the steps to follow in order to activate this rate control.
