Dear Yelite,
the reported issue is known. A (non-backwards-compatible) fix has 
already been prepared (N7691, "Proposed corrections to syntax of LATM 
version 1", October 2005), but it has not yet incorporated into the 
reference software. This incorporation would however be necessary to put 
the fix in the standard. Hence, if you feel that this is an important 
issue and thus like to contribute to the reference software, please let 
me know.
