No, it doesn't have that.  That kind of coding never really ended up getting used in widely-deployed real-world interoperable implementations.  There is a lot of interest in new work on scalability in MPEG, to try to find a better way to do it than what was done in the past.  But that is a longer-term area of work -- it was not included in the recently-completed work.
