Hi Andy, all,
This message has already been answered rather extensively, so I'd like to share only one little additional detail:
3GPP defined conformance for parametric stereo via the PEAQ tool only for 3GPP release 6. Later 3GPP releases make reference to MPEG PS conformance (ISO/IEC 14496-4:2004/Amd.11:2006 and corrigenda). So it is possible to test for 3GPP conformance without PEAQ, as long as conformance testing for release 6 is not required.
