[Mp4-tech] Error concealment limitations in JSVM reference software

Hello,
In JSVM_9_8 the error concealment is still available, but I have noticed
that there are limitations to the videos that it works on.  I have
observed that it will work on videos encoded with up to 2 spatial layers
and no MGS (quality) layers - any number of temporal layers.  I have
tested for EC = 1.  Is this the expected behavior?
