Hi experts,
I have a short question on the first memory control operation of a
'dec_ref_pic_marking()' syntax element. From just reading the Standard
specification in section 7.3.3.3 (and 7.4.3.3) on 'dec_ref_pic_marking()',
it seems that it would be compliant that the first memory control operation
is 0. Obviously, it serves little purpose to have it as such because no
actual memory operations are then conveyed. Nevertheless, I just want to
make sure: Is it compliant with the Standard to have a
'memory_management_control_operation' with value 0 as the first such control
operation when the 'adaptive_ref_pic_marking_mode_flag' is equal to 1 in the
'dec_ref_pic_marking()' syntax element?
