[Mp4-tech] decoder for RTP packet file

Hi,
  While compiling JM13.2, did you change file->input=PAR_OF_RTP? Usually it is enabled for ANNEXB. You need to chenge that, recompile JM and then change the decoder configuration file to RTP file output format.
