Clarification: There is not swapping "of these two lists". There is swapping of the first two entries of one of the lists (under the specified conditions).
If we did not do this swapping, the first two pictures in both lists would be the same (and in the same order) under these conditions. The signaling of which list to use (i.e. list 0 versus list 1 prediction) would just be waste of bits.

Dear experts,
I have one querry related to the Initialisation process for reference picture lists for B slices in frames\fields in H264 video decoder.
In the section 8.2.4.2.3 for frames and 8.2.4.2.4 for fields in the standard, it has been written that when the RefPicList1 has more than one entry and refPicList1 is identical to the RefPicList0, the first two entries RefPicList1[0] and RefPicList1[1] are swapped.
My querry is what is the significance of swapping the first two entries of RefPicList1? I mean to say why this swapping of these two lists are required?
Could anyone help me to figure out this doubt?
