[Mp4-tech] Multiplexing mpeg-4 streams with transcoding to a single Mpeg 2 TS.

What I'm looking for is essentially a software 'mux' to combine a number 
of Mpeg-4 sources,
into one single transport stream.
Now, if there are tools that do that for Multipe Mpeg-4 to Mpeg-4 
streams, I'd like to know about that
as well.
The reason for this need is to take a number of so called 'Internet 
cameras' which produce single
Mpeg-4 streams, and then broadcast them to receivers which tune in to a 
particular channel, and
sub-channel via program identifiers. The single streams are of a 'low 
bit' rate, say 1-2 Mbits/sec.
So several can 'fit' on a single 19.4 Mb/s 'broadcast' stream.
Hopefully this has enough details for someone to respond.
