[Mp4-tech] Prefix NAL unit

Dear experts,
When using SVC reference code I get prefix NAL units in the bit stream
(nal unit type = 14).  I'd like to find out more about their syntax
(prefix_nal_unit_rbsp??).  Could you please refer me to JVT document
containing this information?
