[Mp4-tech] Regarding frame_num_wrap in reference picture management

Hi Pakhee 
It seems that you have made somewhere a confusion. The flag and the
variable that you mentioned has nothing to do with inter or intra
prediction. They are used in the management of the Decoding Picture
Buffer (DPB). They are used to identify short term pictures in the DPB
buffer.
