[Mp4-tech] skipped macroblocks

Hi Everybody,
 How can one detect the "skipped macroblocks" after encoding?
 I want to use these MBs to embed some data in them. A decoder is
mentioned in "H.264/AVC video authentication using skipped macroblocks 
for
an erasable watermark" but I could find nothing more.
