Dear Carter,
I am not a CABAC expert but the basic idea is that if a coefficient is significant, then there is a very high probability for that to have a value equal to  1 or -1. Therefore, a different context is used for this case than for values larger than one (sign is encoded using a separate context (one_contexts as you see here). Is that what you are asking?

At the JM decoder 10.2.
i can see that there is read_significant_coefficients() function of cabac.c.
Why? 
coeff[i] += biari_decode_symbol (dep_dp, img->currentSlice->tex_ctx->one_contexts[type2ctx_one[type]] + ctx);
So, i can't understand. 
Could somebody help me?
