It's not clear what you mean by the AAC file format.  AAC streams are 
commonly found in
* MP4 ('ISO') files, 14496-12
* ADTS format
* ADIF format
and, I think, packed into MPEG-2 environments.
So, which do you need, and do you need the spec. or reference code, 
or example files, or...?
