[Mp4-tech] What is a Hypothetical Reference Decoder?

Could you be kind enough to explain the idea "Hypothetical Reference Decoder" 
to me ?   
Is JM software decoder is a Hypothetical Reference Decoder? If not, can I
add some code to convert it to a "Hypothetical Reference Decoder" ?
