If you are MPEG member the latest edition of MPEG-4
visual is w5546. If you are not MPEG member you have
to buy the standard from ISO (ISO/IEC 14496-2:2004).

0x00 0x00 0x01 0xb6 is the so called VOP header start
code. Every VOP (frame) starts with this code.
