[Mp4-tech] RE: The latest ITU-T video coding standards are now publicly available

The document JVT-M049 contains a closely-corresponding list-of-changes
for corrigendum work.
There are also a couple of extremely minor changes beyond that which are
mentioned in the meeting report (JVT-M001).
I don't know when the "prepublished" status will go away.  My guess
would be a month or two.
