It's pretty simple.
When there are more than two alternatives to choose from, it is the same as ue(v).
I.e., 1, 010, 011, 00100, 00101, 00110, ...
When there are only two alternatives to choose from (for example, when field_pic_flag is 0 and num_ref_idx_l0_active_minus1 is 1 and you are coding ref_idx_l0), using ue(v) would be silly, because the value 0 would be coded as 1 and the value 1 would be coded as 010. This obviously wastes two bits whenever the value 1 is coded. So those two trailing bits are dropped in that case. In other words, the value 0 is coded as 1 and the value 1 is coded as 0. The reasons it's referred to as a "truncated" code is that the useless trailing bits are cut off in this special case.
