[Mp4-tech] [Video] AVC deblocking filter

One possible reason to disable the deblocking filter is to make the
macroblocks more independent of each other for error-tracking and
error-recovery purposes.  Another might be to reduce the complexity of
the procesing in an encoder (so that the encoder does not need to
perform the deblocking filter when it is tracking what the decoder will
be using as reference pictures).
