As this is a per macroblock overhead, the percentage is going to vary
with bitrate.  But for D1 pictures @ ~1.5Mbit/sec CABAC, which seems to
be about as bad as it gets in % terms, I spend about 18% of my decode
time in deblock (including strength logic) on a TI 64xx DSP.

That sounds about right unless it is disabled :-)
