It as (was) almost at the top of the resources page, 
It's always been Under "Obtaining the Standard", the link is called
"Publicly available MPEG-4 reference software from ISO (ISO/IEC 14496-5)
[ISO] "
I think that anyone who bothered to look for "reference software" would have
easily found it ... Anyway, since there are so many questions about this, I
must be wrong, and it is now even eaasier to find.
