Yes, it's popular.  Lots of folks support it for mpeg-4, and the same 
format is used by 3GPP and 3GPP2.
Content can be found from lots of places and software tools.
Yes, there may be licensing considerations for the use of any part of 
MPEG-4.  You should look at the IPR claims annexes in the standards 
you are implementing, and consider contacting those companies or 
their licensing entities if you are in doubt.  More than that I 
cannot say, as I am not a lawyer.
