You can use AVgen included in the IBM Toolkit for MPEG-4  from IBM 
alphaWorks: http://www.alphaworks.ibm.com/tech/tk4mpeg4.
AVgen can format   mp3, aac and MPEG-4 video streams into the mp4 file 
format.

Find the VOP start code, then it is easy to split raw bitstreams into 
frame. Moreover, finding the specified marker, you can also split a frame 
into different parts, such as header, motion parts, texture parts etc. It 
is easy but trivial.

to me.
