[M4IF Technotes] Unrestricted MV in Simple profile?

Hi All,
Can you please explain how unrestricted MV can occur in a
Simple profile (rectangular video) encoded bitstream.
I really can not understand how encoder would generate a
motion vector pointing to a block in reference VOP lying
outside the VOP boundaries. This may arise in case of
non-ractangular shapes or for VOPs of different sizes.
However, though the specs. give it (Unrestricted MV) as a
tool for Simple profile, this point is not clearly
mentioned in the specs.
