Didn't do much research myself, but AAC and MP3 use different frame sizes.
You may be able to use the scalefactor data from the MP3 in the AAC encoding
to get somewhat better quality than just transcoding.
I think there has been some research recently on inverse encoding (as
opposed to simply decoding) to find some of the encoding parameters. You may
be able to find some AES papers on that.
