Subject: MPEG-2 vs. MPEG-4
Can some one tell me sources of semi-technical articles on the
differences between MPEG-2 and MPEG-4 for high-end security and
surveillance application? 
Also, are there any empirical ways to determine the suitability of one
or the other for a high-movement video content for a given bit rate in
the range of a) 1.5 to 3 Mbps and b) 3 to 5 Mbps?
