Hello Tarzi Moez,
You first have to compile the software then run the resulting executable
files.  The program reads filenames and settings out of a parameter file
that you have to prepare.  I believe there are a few example parameter files
in a directory of the source code distribution that you modify.  By default,
the reference software will only read raw video data sequences in a simple
format.  To handle anything else you will need to modify the I/O routines to
read/write formats other than that one.  There should be some comments in
the code or in a "readme" file about that.

but i does not knew how to use it for encoding MPEG4 file or all the
beautiful options shown on the official site.
